Many laws aren’t outright racist, but affect different races differently. Either the law is enforced differently, or hits at a proxy.

When POC were given the right to vote in America, complex tests were given to all to prevent the uneducated from voting. These tests were waived however, if your grandfather had had the right to vote. White people then didn’t have to take the exams, but POC did.
